Carts started playing Aug 2 and played hourly. Cart rotation was paused for the fund drive. Carts will resume on Aug 15 and we will play 18 per day and leave spots open for carts that don’t get played for whatever reason. We have already played almost everyone 5x, so we have 25 more times per person to play.

1. Eligibility to Run or Vote
LISTENER ELECTION: In order to run as a candidate or vote as a listener-member you must have contributed at least $25 or have performed 3 hours of volunteer for between July 1st 2009 and midnight June 30th, 2010. Except KPFK where voter membership has been integrated into finishing the station’s Spring Fund-drive which ends July 2nd.
STAFF ELECTION: In order to run as a candidate or vote as a staff-member you must have worked at least 30 hours in the previous 3 months Except KPFA where UPSO BYLAWS define staff membership as 30 hours in the past 12 months. Check that your name is on the staff list at your station and use the staff list modification form to request addition or removal of a staff member. Updates to this list will be accepted throughout the election (until September 30th, 2010).
2. Nomination Phase – June 1st, 2010 to 6pm July 19th (extended from June 30th).
The Nomination Phase is closed at KPFA, KPFK, KPFT and WBAI. These 4 stations met the minimum requirement with respect to minimum number of candidates (at least 18 listener candidates and at least 6 staff, double of the number of open seats). The Nomination Phase has been extended till 6 pm July 31st for WPFW as they did not have enough candidates running as of July 19th, 2010.No other deadlines will be extended unless necessary. LISTENER MEMBERSHIP RECORD DATE HAS NOT BEEN EXTENDED.
3. Campaign Phase begins August 1st, 2010
Candidates are given equal airtime with respect to candidate cart rotation and on-air forums. In person forums are also an integral piece of the campaign.

Single Transferable Vote Method Described (SKIT)
Radio host: ” Did you get your ballot? You know the crazy grid with a bunch of names and numbers. Confused about how to cast your vote? Let me clarify. In this year’s election we will elect 9 listener member delegates to serve a term of 3 years on (your station’s) Local station board using a method called Single Transferable Vote or STV which allows you to rank your candidate choices rather than just select one. The ballot is designed in order to document your unique ranking pattern.”
(incoming call) Caller: Hmmm sounds complex this Single Transferable Boat I mean Vote … Never heard of it
Radio host: I wouldn’t have expected you to have … it’s not the system we use in our two party “quote un quote” democracy – Let me see if I can explain this simply … The Single Transferable Vote (STV) method allows you to rank your top choices instead of just choosing one. It is designed to minimize “wasted” votes and provide proportional representation. In other words, the STV method almost ensures that your choices will be represented in the final election results. Why don’t you take your ballot out and I can help guide you through the process.

Caller: So guide me please – I see a bunch of names and a grid. What do I do?
Radio host: First find the candidates you want to vote for and then decide how you will rank them.
Caller: Do I have to rank all candidates? What if I only like one?
Radio host: You can rank as many or as few candidates as you like. The count process goes through a series of rounds and candidates get elected or eliminated at each round based on the proportion of votes that they accumulate. Lets go through a few scenarios to help explain.
If you decide to vote for only one candidate by filling in the box corresponding to position 1 next to that person’s name your vote is lost if that person is not elected in the first round. On
the other hand, if you rank your top 5, and your first choice looses in the first round, then your vote count is “transferred” to your second choice in the second round. If your second
choice does not win, then your vote is “transferred” to your third choice in the third round.
By using the STV method there is a greater chance that your vote will count in the end. Does this make sense? Isn’t it better that your vote count towards your second or third choice then
be thrown away?
Caller: It would appear so .. I’m still a bit fuzzy on the mathematics of it all. But, what if I like all 5 candidates equally?
Radio host: You can assign first place to all five and each candidate will get 1/5th of your vote in the first round.
Caller: This IS making more sense.
Radio host: The candidates in this election are members just like you who would like to help keep (your station) alive by making important decisions with respect to the budget, overseeing
programming and creating policy. Please don’t take this choice lightly. Visit pacificaelections2010.org to find out more about the candidates running so you can make an informed choice.
